Add `ref-nfy` support to all objects that can be referenced

Any object that can be referenced in the database should support ref-nfy.

AFAIK only org objects allow ref-nfy.

Person objects can be referenced by anyone anywhere with no authentication.

Bonus task, require mnt-by or mnt-ref to be able to add references to any object of any type?

If you want to require authentication of references to objects, you can already use the mnt-ref attribute.

We recently extended mnt-ref to IRT, MNTNER, PERSON and ROLE object types, in addition to ORGANISATION.

This was done in NWI-14 "Protecting References to Objects in the RIPE Database"

We can extend mnt-ref to other object types, in addition to extending ref-nfy.
