migrate this repo to the main `RMI` organization

Needs to happen sooner or later!

Note: This is definitely dangerous, and needs to be done cautiously and in coordination with every repo that depends on the actions here.

I imagine the best approach would be to hard-fork this repo to RMI, and publicly archive this repo (to avoid breaking downstream dependencies) @AlexAxthelm what are your thoughts?

I'd rather do a ownership change, since all the pointers to RMI-PACTA/actions should redirect to RMI/actions, and then we can go through and manually update the refs in the dependent repos after the fact (maybe set up a check that they've all migrated somehow)
