upkeep: align on if actions should live in `.github` or `actions`

@AlexAxthelm it seems we are doing both at this stage? do you know if one vs. the other is better practice?
I know this repo was mainly an exploration in how to write reproducible actions, but would be good to align on whatever was determined as the best practice.

The end goal is to have things in actions/, and have .github/workflows/foo.yml call those. Then the files that go into other repos (here in examples/) would call those workflows.

Basically, the individual actions will use "action" infrastructure (which is more flexible than workflows), but reusable workflows are needed to get the "starter pack" that we can just drop into a new repo.
