feat: add default bundle of Python actions (for linting, testing, etc.)

We will be working with Python developers now!

A starting point would be to add an analog of the default R actions, but for Python.

@mbarlow12 can probably help define what the default RMI paradigm should be for linting/ testing/ etc.
