Option to stop drawing attention to 100% fatigue

Currently in the sidebar overlay fatigue flashes at 100%, sometimes for hours at a time if a player is doing an activity at 100% fatigue (as is normal in PvP situations). Turning off the even more noticable fatigue notification doesn't disable this.
