Highlighted items notification fires as soon as the item drops

I have the highlighted items notification enabled and the seconds set to 60.

However, I noticed sometimes, I get a notification immediately when the item drops, not after 60 seconds.

For example, in game, I had the client open and my character killed a Black Knight, I get a Death-Rune drop, and that item is in my highlighted items list, and I saw the notification in the bottom right immediately.
