Make verification system to let eboard vet projects before listing them

• A project should have a verified status
• Only verified projects are displayed on the projects listing page
• There should be a VERIFY_PROJECT permission
  • moderator role should have VERIFY_PROJECT permission
• Users with VERIFY_PROJECT permission
  • should be able to toggle the verified status of a project
  • should have access to a panel on the projects page that displays unverified projects
