perimeter vs parameter

Reports suggest detonation of wing ordnance outside safe perimeters instead of
Reports suggest detonation of wing ordnance outside safe parameters ?

Both words are pretty similar. But I would say perimeter is often used in the military jargon and parameter is more likely to be used in a scientific or developer context.
