Upgrading: From Pages to App router

Issue Description

• We're using the next v13 with pages router and we need to upgrade it to the latest version and upgrade to the app router

Expected Behavior

• Using the latest next v14 with the app router

Current Behavior

• Using the older next v13 with pages router

Reproducibility

• This issue is reproducible
• This issue is not reproducible

Steps to Reproduce

1. Checkout members-site codebase
2. View package.json and see pages folder
