Annoucement channels

Option to have an announcement channel, limited to one per server and only roles with a certain permission can post in.
Users of that server will always get notified about a post in the announcement channel.
Useful for community managers to organise events or keep their community up to date with what's going on.
Could also be tied across servers, e.g. a game update posts the change log in your community servers announcement channel.

The former point stands, this is simply a chat room with most people set to view, not post.

But the latter remains an interesting issue. We could have an opt-in "Allow republish" When setting up an announcement room the admin could set 'Allows republish hooks' and admins of an unrelated server could opt a room in their server to republish all messages sent to the first room. The messages sent on the latter would not get sent back in any form to the first room, allowing communities to get notification and full view of news without disrupting the original server conversation.
