Clouds dimension blacklist

To add the ability to disable clouds in different dimensions, I came across while playing with GalactiCraft that all planets have clouds that shouldn't be there.

I would like to see the possibility to configure in which dimensions the clouds will be turned off using the dimension id.

There's already a PR for this, not sure why it hasn't been merged.

If you know basic git commands, you can merge it into a local version and build the mod with the PR yourself.

Hopefully that won't be necessary one day though, and instead just be in the mod.
