Create RAMSTK Admin Assistant for Managing RAMSTK Analysts and Permissions

This is not a problem, just a convenience.

Describe the solution you'd like

As a RAMSTK administrator, I want to be able create, delete, and edit RAMSTK analysts (users) on Program database servers so that I can control which databases each user can use and what functions (read, write, both) they can perform.

Additional Comments

This can be accomplished using the command line or GUI tools for postgresql servers. A built in RAMSTK assistant to manage users and permissions would be helpful to make life easier for a RAMSTK admin who may not be SQL or database savvy.
