CI tests for PostgreSQL migrations up/down are currently broken

Due to issues in Bun core (uptrace/bun#1318), migration tests miss broken migrations for PostgreSQL.

This issue is created to track the state of the problem and fix it when possible.

This issue caused the broken SQL migration to be merged into production.

I analyzed the Docker pull stats of the Lovely Eye. Since there are no downloads yet, I decided to merge all migrations into a single one to fix the issue I got on production due to “blind” CI tests.

I promise not to do that after I in coming updates.
