Repeated previous time info

Currently whenever someone edits a member, the "Previous Time info" field is both being added automatically (by system) and manually (whatever comments the PI adds) which results in some double bookkeeping. Find a way to prevent "double bookkeeping" (ie. ensure that the change is always logged but not if a PI has already logged that change in the string)
