Add quick actions for 'Sync now' and 'Upload captures' to deployments list view

Context

Following up on #977, we need to add quick actions to the deployments list view to improve the workflow for managing station captures.

Requested Features

Add two quick actions to the deployments list view:

1. Sync now - Should only be available if the station has a data source configured. This action would trigger synchronization of captures from the configured data source.

2. Upload captures - Should allow users to manually upload captures. This should make use of the new upload dialog to avoid maintaining additional code and streamline interactions.

Background

A section for managing captures has been removed from the station edit dialog. These quick actions would provide convenient access to capture management directly from the list view.
