Check my jobs before resubmitting

```processed files present in /scratch, not submitting this run in first batch...```

Checks if files are present in scratch but will submit jobs that are currently running, but have not deposited any files in scratch. Change this to read from my_jobs first, then make a judgment on whether to submit a first batch.
