Create temporary surrogate OnBase API

Description

We should create a simple surrogate API for pyonb whilst we wait for OnBase access. We can use this to interface with both the Airflow DAG and pyonb, to recreate the pipeline to Elastic.

Definition of Done / Acceptance Criteria

• FastAPI surrogate for OnBase created

• Tested working within DAG

• Kawsar demonstrated simple Mock OnBase API
• Described how it hooks up to DAG
