README "readability"

Hello,
Currently, it's not easy to follow through README as topics are not in any particular order (timeline / alphabetical / else), there is no TOC either. Recommendation is to structure README in more human-reader-friendly way to allow finding information easily.

Hi, thanks for the feedback and a TOC sounds helpful. The order is:

SBOM
  newest
  to
  oldest

VEX
  newest
  to
  oldest

For documents with muliple editions, all editions are listed together (newest to oldest) using the newest edition as the index in the overall list.

Did you have a specific preference/suggestion for a different order? IIRC alphabetical seems worse than time order, and the NTIA and CISA lists are in roughly time order.

I see at least one typo, and we have a document to add, so we'll probably add a TOC and check back on this issue.
