Update rms-oops to have:
- Standard README.md file (even if it's not detailed yet)
- docs directory with initial module documentation and stubs for user's guide and developer's guide
- Sphinx dependencies in requirements.txt
- Update all docstrings as needed so that Sphinx does not throw errors
