Adapting NIAK afc code for python #21

Hi @pbellec, I have re-worked the afc notebook to use the nilearn developmental data and add cell comments, so it should run properly now. There is also a requirements.txt file. Please let me know if anything is incorrect!
Issue: Have got some way in converting the NIAK lines of afc code to Python, but cannot complete it. I think the error is in cell 13, but I may have made a mistake earlier on.
