That looks like a JRE, you need a JDK. Did you set JAVA_HOME manually?

If you haven't followed the instructions on the wiki, do so - that should install a JDK. If you already did (I can see you have the latest Java 8 version, at least) you'll need to figure out if JAVA_HOME is set weirdly.
