Avoid triggering Docker builds for transcription + meilisearch unless something in their subdirectories changed

The build isn't very long but it does put strain on data transfer in/out of Google Cloud which could conceivably eat into the free quota we rely on. 

It also costs about 3 mins to build and will add random artifacts into the container registry for no reason -- again possibly eating up more free quote in various systems.
