Investigate using confluent/CosmosDB instead of stream processing/SQL Server

Stream processing costs too much and sensor data is likely better represented with a NoSQL database. Also, Microsoft really wants us to use CosmosDB

DoD:
A working prototype is completed that allows data to be streamed from mock sensors via Confluent (or any other appropriate technology) into CosmosDB. This has to be done at intervals that are fast enough for the data to be considered real-time.

Analysis of cost for both Confluent and Cosmos to ensure that the tech stack is sustainable both in development and in production

@pbhusari remind me why Confluent/Cosmos was necessary for our setup? I've looked into Azure IoT Central and it looks like it works with SQL Server + handles all these operations natively, and I can't remember what our discussions were last time we were on this topic.
