Adopt cookiecutter approach

@fghaas switched to a cookiecutter approach:

which seems like a much cleaner approach than current usage, since it can populate multiple places with the correct title, date, links etc. in one go, and also cleanly separates the files which are part of the template from the "meta" files which are there only to facilitate usage of the template.

So it would be nice to switch this repo to that approach too.

@aspiers, I am (obviously) in favour. :) If you have suggestions for improvements for the Cookiecutter template, please do feel free to add issues and/or send PRs for that repo.
