Refactor the "Docker Image CI" workflow to enable separate workflows per build configuration

I have tested using the "composite" workflow as described in: https://docs.github.com/en/free-pro-team@latest/actions/creating-actions/creating-a-composite-run-steps-action but the problem it lacks key features such as "uses" which means the composite step should be implemented from the ground up and can't use existing actions
