BigQuery job for joining source tables

Create a BigQuery job that joins source tables on county and stores the resulting table.

Trying an initial swag at some of the files. Right now it's a snapshot upload of the CDC provisional deaths file, and the urgent care facility data.

Data Notes:

• urgent_care_facilities: Unable to find a data dictionary, not sure what the X and Y columns in the downloaded CSV are, as they don’t seem to correlate to anything on the data exploration section on the source webpage. X_26 and Y_27 are the proper lat/long coordinates.
