Bad news so far. 

There is an API I can call but it is restricted by combat in a way that I haven't been able to work around yet.

There is supposed to be a "/outfit" macro but I can't get it to do anything.

I looked at the always amazing Plumber because it provides an outfit UI. I see that it is also restricted by combat. So, well, I guess I could let you put the outfit buttons on a UFO but have them abort while in combat so as to avoid the taint/secret/restricted/wanker errors.

Nope. The API is 100% off limits, combat or not. This is surely an oversight by Bliz. I will just have to wait for them to provide a working /outfit macro or lift the restriction from the API.

note to self: Plumber is showing the existing Bliz transmog UI and letting it do the work. It is not trying to recreate its functionality.
