Dynamic, channel-dependent configuration of message handlers #5
Description
Make it possible to change the Loudness state and other attributes of individual message handlers on a per-channel basis. Currently only the quiet channels are configurable in the config file. It should be possible to configure the Loudness of individual message handlers in per-channel basis by the channel operators. Beer included.
