[Bug]: Repair not fixing malfunctions

Description

I first experienced this on a save I was playing with hydraluics but because I had so many mods installed and messed around a bunch trying to troubleshoot I wanted to try to reproduce it on something more clean. I mentioned this in my other report #50, This report has to do with NO RVB installed, just UP.

So when I have a malfunction on my tractor hydraulics pulling / seized, or in this case engine misfire, the repair at the mechanic shop does not fix the issue.

Steps to Reproduce

1. Get a malfunction on your tractor
2. Go to mechanic shop
3. Diagnose
4. Repair
