fix typo in build-index plot #10
Description
in the automatically generated index-build bar-plot, we are incorrectly label the units of the vertical axis as "s" (seconds) when we are clearly reporting ms (milliseconds) instead -- need to either relabel as milliseconds or instead report seconds to match the label "s"
