New project configuration file issues #1072
Description
When a new project is created there is no configuration.rdf file in the OwlModels folder, causing an error message to the console. If an attempt is made to modify the project's SADL -> Reasoner Preferences an Exception is thrown from the preferences page. This seems to go away once a configuration.rdf file is created by, for example, changing reasoners.
