Static neighbors removed by nelson?

Static neighbors from iri.ini file get removed if nelson.cli is running prior to starting iri.

For this not to happen I'm making sure to stop Nelson prior to restarting iri and starting nelson again after that.

Others in discord have reported the same behavior.
