Change Time Representation due to Overflow

We do not need ms time accuracy - can change to 10s of ms accuracy to increase lifespan of system to over 20 hours by which time the batteries will discharge.

Currently when the transmitters hit the ~4 hour mark the relative time encoded in the bd address will overflow.
