Web UI MVP with live health panel and run triage

Objective: give analysts a practical local interface for day-to-day live investigations.

Scope:

• Run list and run detail views.
• Findings explorer with severity/confidence filters.
• Case grouping view.
• Live health panel for model/tokenizer/provider readiness.

Acceptance criteria:

• Analyst can run, inspect, and export evidence entirely from the UI.
