Z Offset only available during a print that was started via TouchScreen

The Z Offset setting, which is used to control the distance between the nozzle and the bed (Not the one to control the offset between the left and right extruder) is only available while a print is running, and only if the print was started using the TouchScreen (While print is running, tap Adjust, then Z Offset).
It is not available while a print is not running, and it is not available while a print is running that is controlled via Octoprint.
ie, as an Octoprint user, if I want to tweak this value, I need to upload a print to the printer which uses the Bed / Nozzle temps that I am trying to calibrate for, start the print via the TouchScreen, tweak the value, then cancel the print and then start it via Octoptint.
