The admin/staff users have a difficult time navigating around the website because the admin section of the website has a completely different navigation

Let's keep the standard navigation bar but when an authorized user is logged in, we will take them to an admin landing page with organized links for all the current data management pages. Then we can add a link in the footer for Admin Pages when the user is logged in
