Frontend URI Should Have Backend Pointer

For integration with SynbioSuite, specifically dev environments, but in general all SBH repositories should have a method to communicate what API the backend should be queried at. For example API calls given to dev2.synbiohub.org will fail since the backend is hosted at synbiohub.org

This is not a SBH1 issue, since the point is that SBH2 frontend has been entered into SynBioSuite. For SBH1, front-end and backend URLs are the same. Therefore, there are two options. 1) We add an endpoint to SBH2 that provides the backend that it communicates with. 2) We ask the user to enter the backend URL to use when they add a repository to SynBioSuite.

I think the second option is a bit more straightforward at this point. I do understand it puts a bit more burden on the user. However, in the future, we can move this to web-of-registries for public instances. @Kerem-G Can you move this to the SynBioSuite tracker and update when you get a chance? Thanks.
