[11.0][sms_frame] Infinite loop on the queue

When there's some issue with the contact (like phone number is incorrect - just try to put some string there), the queue get processed over and over again. That means that messages that were before the problematic message are sent 20-30x... that is not OK. When Python error appears with parsing the phone numbers, message should be marked as such (like Error), so the rest of the queue can be still processed and good messages can be marked as Sent.
