Rework ULX cleanup commands

Rework:

• Move them into a separate "Cleanup" category, putting everything into TAS Utilities is stupid.
• Export a function from every file, then make ulx tidy that will just call all of them

If we have so many that a single category doesn't make sense, and if we want to add more complex logic like composing them into a tidy command, then they'd probably be better extracted into a separate addon
