define merging process

Define the requirements for merging code into the main.
This includes requirements of the code. For example:

• Tests included
• Documentation included
• Define minimal coverage
• Docstrings available
• Example available as notebook

And it includes the reviewing process

• Who are suitable as reviewer?
• Code can be run by reviewer
• All code, examples and tests are reviewed for logic
• All code, examples and tests are reviewed for readability
• Is a review step by Van Oord needed?

I think it would be good to not just focus on example notebooks (fifth bullet), but also to include these examples in the Jupyter Book. Each example notebook should as such help as a training tool.

For OpenCLSim I think it is important to give Van Oord the option to review, since OpenCLSim is part of their critical software.
