Make setup easier for Chinese users

Serverless official getting-started documentation shows that users based in China get a setup centered around the chinese Tencent provider. if they want to use AWS, they also need to change the value of SERVERLESS_PLATFORM_VENDOR.

We can simplify this step by passing parameters to allow the user to select the region to use.
