Enable per PR based builds on all repositories

Right now it is done only for api and ui repositories

@nthomas-redhat jobs for PR builds are available for all repositories (see Tendrl build: (PR)... jobs on tendrl-PR view).

If you see some particular PR without triggered build job, please let me know, so I can debug the prospective issue.

@nthomas-redhat Could you please send me github names of all members of Tendrl organization?

There seems to be some problem with enabling builds globally for the Tendrl organization, so I'll add specifically particular people to the white list.
