Family workshops do not appear as family sessions in activity list

**Describe the bug**
A session which has a `category` of `FAMILY`, and a `type` of `WORKSHOP` do not show as a "family" session under `/activities`

**To Reproduce**
Setup a session as FAMILY and WORKSHOP and review it in the Activities list


**Expected behavior**
Family sessions which are workshops should show under family filters
