[Feature]: Download latest pakku jar

### Suggestion

For non constant pakku users like myself I feel it'd be convenient to have a sh/bat script to pull the latest version pakku.jar file like the build workflow does

Then people doing a one time contribution don't need to install a whole windows package manager or AUR package etc, they could just run the script for the latest pakku features and fixes.
