Convert bot instructions to Hebrew

Goal

Make GroupGuard fully usable in Hebrew — the bot should understand Hebrew commands and respond in Hebrew.

Scope

• Update the per-group CLAUDE.md system prompts to instruct the agent to communicate in Hebrew
• Translate guard violation DM messages to Hebrew
• Translate moderation log reasons to Hebrew
• Ensure the trigger word works with Hebrew text (RTL considerations)
• Test Hebrew input/output end-to-end with WhatsApp

Considerations

• Hebrew is RTL — verify WhatsApp rendering is correct
• Claude handles Hebrew well, but system prompts should explicitly set the language
• Keep English as fallback/default, Hebrew as a configurable option per group
• May need a language field in group moderation config
