+1. **Select the change**
+
+   If a name is provided, use it. Otherwise:
+   - Infer from conversation context if the user mentioned a change
+   - Auto-select if only one active change exists
+   - If ambiguous, run `openspec list --json` to get available changes and use the **AskUserQuestion tool** to let the user select
+
+   Always announce: "Using change: <name>" and how to override (e.g., `/opsx:apply <other>`).

+2. **Check status to understand the schema**

+   Parse the JSON to understand:
+   - `schemaName`: The workflow being used (e.g., "spec-driven")

+**Input**: The argument after `/opsx:propose` is the change name (kebab-case), OR a description of what the user wants to build.
+
+**Steps**
+
+1. **If no input provided, ask what they want to build**
+
+   Use the **AskUserQuestion tool** (open-ended, no preset options) to ask:
+   > "What change do you want to work on? Describe what you want to build or fix."
+
+   From their description, derive a kebab-case name (e.g., "add user authentication" → `add-user-auth`).
+
+   **IMPORTANT**: Do NOT proceed without understanding what the user wants to build.
+
+2. **Create the change directory**

+
+- Follow the `instruction` field from `openspec instructions` for each artifact type
+- The schema defines what each artifact should contain - follow it
+- Read dependency artifacts for context before creating new ones
+- Use `template` as the structure for your output file - fill in its sections
+- **IMPORTANT**: `context` and `rules` are constraints for YOU, not content for the file
+  - Do NOT copy `<context>`, `<rules>`, `<project_context>` blocks into the artifact
+  - These guide what you write, but should never appear in the output

+**Guardrails**
+- Create ALL artifacts needed for implementation (as defined by schema's `apply.requires`)

+Archive a completed change in the experimental workflow.
+
+**Input**: Optionally specify a change name. If omitted, check if it can be inferred from conversation context. If vague or ambiguous you MUST prompt for available changes.
+
+**Steps**
+
+1. **If no change name provided, prompt for selection**
+
+   Run `openspec list --json` to get available changes. Use the **AskUserQuestion tool** to let the user select.
+
+   Show only active changes (not already archived).
+   Include the schema used for each change if available.
+
+   **IMPORTANT**: Do NOT guess or auto-select a change. Always let the user choose.
+
+2. **Check artifact completion status**
+
+   Run `openspec status --change "<name>" --json` to check artifact completion.
+
+   Parse the JSON to understand:
+   - `schemaName`: The workflow being used
+   - `artifacts`: List of artifacts with their status (`done` or other)
+
+   **If any artifacts are not `done`:**
+   - Display warning listing incomplete artifacts
+   - Use **AskUserQuestion tool** to confirm user wants to proceed
+   - Proceed if user confirms
+
+3. **Check task completion status**
+
+   Read the tasks file (typically `tasks.md`) to check for incomplete tasks.
+
+   Count tasks marked with `- [ ]` (incomplete) vs `- [x]` (complete).
+
+   **If incomplete tasks found:**
+   - Display warning showing count of incomplete tasks
+   - Use **AskUserQuestion tool** to confirm user wants to proceed
+   - Proceed if user confirms
+
+   **If no tasks file exists:** Proceed without task-related warning.
+
+4. **Assess delta spec sync state**
+
+   Check for delta specs at `openspec/changes/<name>/specs/`. If none exist, proceed without sync prompt.
+
+   **If delta specs exist:**
+   - Compare each delta spec with its corresponding main spec at `openspec/specs/<capability>/spec.md`
+   - Determine what changes would be applied (adds, modifications, removals, renames)
+   - Show a combined summary before prompting
+
+   **Prompt options:**
+   - If changes needed: "Sync now (recommended)", "Archive without syncing"
+   - If already synced: "Archive now", "Sync anyway", "Cancel"
+
+   If user chooses sync, use Task tool (subagent_type: "general-purpose", prompt: "Use Skill tool to invoke openspec-sync-specs for change '<name>'. Delta spec analysis: <include the analyzed delta spec summary>"). Proceed to archive regardless of choice.

+5. **Perform the archive**
+
+   Create the archive directory if it doesn't exist:

+## Context
+
+WinKernelLite provides user-mode implementations of kernel APIs for testing. Most functions are declared `__forceinline` in headers under `include/`, with minimal `.c` files for global state only. The project uses `WINKERNEL_*_H_` include guards, `extern "C"` blocks for C++ compatibility, and Google Test for testing via `WinKernelLiteTestBase`.
+
+No timer or performance counter API exists yet. `KeQueryPerformanceCounter` is the first timing-related function to be added.
+
+## Goals / Non-Goals
+
+**Goals:**
+- Provide a user-mode `KeQueryPerformanceCounter` that matches the kernel signature from `ntddk.h`
+- Follow existing WinKernelLite patterns for header layout, inline implementation, and testing
+- Enable WinKernelCommLib timing code to compile and link in user mode
+
+**Non-Goals:**
+- Implementing other timer APIs (KeInitializeTimer, KeSetTimer, etc.) - separate future change
+- Adding a full KernelTimer subsystem with DPC support
+- Matching kernel-mode performance characteristics exactly
+
+## Decisions
+
+### 1. Inline implementation in a new header
+
+**Decision:** Implement `KeQueryPerformanceCounter` as `__forceinline` in a new `KernelPerf.h` header, with no corresponding `.c` file.
+
+**Rationale:** This matches the pattern used by `KernelHeap.h`, `Resource.h`, `LinkedList.h`, and others - the majority of WinKernelLite functions are inline in headers. A `.c` file is only needed for global state, and this function is stateless.
+
+**Alternative considered:** Adding to `wdm.h` - rejected because `wdm.h` contains structure definitions and forward declarations, not function implementations. A dedicated header keeps the API surface organized by category.
+
+### 2. Header naming: KernelPerf.h
+
+**Decision:** Use `KernelPerf.h` rather than `KernelTimer.h`.
+
+**Rationale:** "Perf" scopes the header to performance counter APIs (`KeQueryPerformanceCounter`, potentially `KeQueryTickCount` in the future). "Timer" would imply DPC-based timer APIs (`KeInitializeTimer`, `KeSetTimer`) which are a different subsystem and not in scope.
+
+### 3. Direct delegation to Win32 APIs
+
+**Decision:** Call `QueryPerformanceCounter` and `QueryPerformanceFrequency` directly with no caching or abstraction layer.
+
+**Rationale:** These Win32 APIs are thin wrappers around the same hardware counter the kernel uses. No global state, lazy initialization, or caching is needed. The frequency is constant per boot but caching it would add complexity for negligible gain since `QueryPerformanceFrequency` is already fast.
+
+## Risks / Trade-offs
+
+- **[Minimal risk] QueryPerformanceCounter failure** - `QueryPerformanceCounter` can technically fail on pre-Vista systems, but WinKernelLite targets modern Windows where it always succeeds. No error handling needed. -> Mitigation: Document the Windows version assumption.
+- **[Trade-off] No frequency caching** - Callers that query frequency in a tight loop pay a syscall per call. -> Mitigation: Acceptable for testing scenarios; callers can cache the frequency themselves, matching how kernel code typically uses it.

The kernel API `KeQueryPerformanceCounter` has no WinKernelLite equivalent, so any kernel code that measures timing fails to link in user mode.
