Improving CI/CD and devcontainer build speeds with saving devcontainer as Package.

User story:
As a developer, I want to speed up CI/CD and devcontainer build by adding a devcontainer image and using it in the workflow, so that the CI/CD runtime is faster.

DoD:

• The project repository includes a to-dos-api-cpp-devcontainer image that contains all the dependencies required for the project to run.
• The repository includes a workflow example demonstrating how to use a devcontainer image in CI/CD.
• The devcontainer configuration uses the to-dos-api-cpp-devcontainer image.
