URL without apidocs?

Where should https://bl-lookup-sri.renci.org/ point? If you append "apidocs", you go to the swagger ui page, but without the apidocs, I think it should route you there also. Note that this extends across nodenorm, edgenorm and aragorn services.

Yes, if we're standing up a service that is only an API, the root should go to the Swagger UI.
