Proposal - Outline for profiles

This is the proposal of the generic outline for any profile of NeTEx, either European or national.

1. Introduction
2. Scope
3. Definitions and abbreviations
4. Rules for data exchange
5. Details for each file or part of the file to be exchanged (i.e., contained object, etc.)
6. For all the functional parts, point to the technical guides
7. If relevant, additional annexes

Note: They should not contain UML & XSD extracts, but should point to each relevant section in Transmodel / NeTEx documentation. Above all, they should point to resources on the NeTEx GitHub repository.
