This is the proposal of the generic outline for any general guides for NeTEx

1. Introduction & Scope (easy to read, short and fun)
2. Scope
3. Definitions and abbreviations
4. Main content
5. If relevant, additional annexes

NOTE: These guides could be part of a learning track for NeTEx. For example, for a CEO:

1. What is NeTEx
2. NeTEx & EU regulation
3. NeTEx in policy usage / urban planning / transport planning
4. How to embed NeTEx in a public tender

Needs to be "sexy", can contain illustrations or pictures to break up the text, needs to be easy to understand.
Should try to avoid abbreviations as much as possible.

Definitions, just a personal preference; Using links to deep dive into definition or "hover over" (Docsify or something similar), often the words that need to be defined or abbreviations is already used in the introduction/scope
